Whoever, in any manner, within the jurisdiction of any office or department or agency
of the city, knowingly falsifies, conceals, withholds or suppresses, by any trick,
scheme, verbal statement, writing or device, any fact, or makes any false, fictitious
or fraudulent statement or representation, or makes or uses or causes to be made or
used any false writing or document when he knows the writing or document to contain
any false, fictitious or fraudulent statement or entry, is guilty of a misdemeanor.
