In order to establish efficient procedures for the purchase of supplies and equipment,
to secure supplies and equipment at the lowest possible cost commensurate with quality
and quantity needed, to exercise positive financial control over purchases, to clearly
define authority for the purchasing function through the use of purchase orders, contracts
and other authorized procedures, the purchasing system set forth in this division
is adopted for the city and the Laguna Niguel Community Services District (LNCSD),
which is a subsidiary district of the city.
